What was the context of its use? Is it just a fancy term for substrate with microfauna? Maybe I'm missing an alternative use of the phrase...searching yields quite a few links to non-dart sites / hobbies where the concept of microfauna may not be a standard practice:

Put simply a Bioactive Substrate is a living substrate that contains various insects and micro-organisms that will break down organic items and waste products significantly reducing cleaning – in other words creating a biotope. For those familiar with the Aquatic Marine World the best comparison is the use of Live Rock and Live Sand for the breakdown of waste matter – often referred to as the “Berlin Method”..

I think it is a newish term and concept for snake and lizard keepers. They are just now figuring it out. In every hobby where you create a biotope for any species, it requires the most natural way to keep the habitat clean. Starts from the bottom up.
